
What Is a CPF, and When Will Brazil Ask You for One?
You met the acronym on a form and stopped. It is not a document you carry — it is a number, and for some things in Brazil it is not optional.

The Cadastro de Pessoas Físicas (CPF) — the registry of natural persons — is Brazil's individual taxpayer number. It is a number, not a card, and one person gets exactly one, for life.
Foreigners are inside that registry by design, resident or not. For a two-week trip you almost certainly do not need one. To buy property, hold a Brazilian account or trade on Brazilian markets, it is mandatory.
What a CPF actually is
Brazilians know their CPF by heart. Eleven digits, recited at a clinic, a benefit counter, a court filing — and Law 14.534/2023 is why: it made the CPF the single and sufficient number to identify the citizen in public service databases.
The founding rule defines the registry as holding records of "Brazilian and foreign individuals, resident and non-resident in Brazil." Foreigners are not an exception the system tolerates — they are in the definition.
The one duty attached is keeping the data current.

Where Brazil will ask you for one

They come from one article, the one listing who must enroll, and its second item reaches people "resident in Brazil or abroad". Residence is not the test — the act is. Buy an apartment in Salvador and you are obliged; spend ten days on the beach and you are not.
The same article lets anyone who is not obliged request enrollment anyway — the footing for the voluntary CPF, and why a long stay can justify one when nothing in the table applies. The errand is its own subject: getting a CPF as a foreigner.
Why the cashier asks for your CPF
The question is the shop's duty, not yours, and the rule creating it sits in the state ICMS regulation, not the prize-draw law. Rio Grande do Sul orders the shop to "consult the consumer, at each issue of a tax document, whether they want to include the CPF in it", and to post a sign at every till. The next item explains the pushing: shops in the state loyalty scheme must hit a minimum share of identified receipts or lose the tax regime. São Paulo and Paraná impose only a duty to inform. Three states, not "Brazil".
Nothing punishes a customer who declines; it runs the other way. In São Paulo a receipt issued without the CPF the consumer asked for is legally "not fit", and the shop is fined by the consumer agency. Anyone citing the Consumer Code here is paraphrasing: it contains the words nota fiscal zero times.
Declining does not push you out of the document. The national rule accepts, for a foreigner, "an identification document admitted in civil law"; the electronic file has a passport field; the slip prints CONSUMIDOR Id. Estrangeiro: or CONSUMIDOR NÃO IDENTIFICADO. Identification turns compulsory at R$ 10,000 or more — a national floor a state may lower — and above it the system also wants an address. What a passport does not buy is the prize: every state programme we read conditions the rebate on a CPF registration — an absence in their text, not an official ruling.
Registration status, and why it decides things
A CPF also carries a situação cadastral, a registration status. The norm defines six, in a closed list: Regular, Pendente de Regularização, Suspensa, Cancelada, Titular Falecido and Nula.
A plain translation: Pendente de Regularização: an income tax return from the last five years went unfiled. Suspensa: the registry data is wrong or incomplete. Nula: fraud was found in the enrollment.
One line matters more than the rest: status is not tax debt. You can owe money and be Regular; you can owe nothing and be Suspensa because an address is wrong.

So do you need one?
Here every official source goes quiet: not one uses the word tourist. The rules sort people by residence and by accepted document, never by visa type. The registry covers non-residents, anyone not obliged may request enrollment, and a passport is the accepted document for someone resident abroad or in transit. A visitor can have one — by deduction, not by any official sentence.

What we could not verify
- Whether a visitor on a tourist visa is explicitly entitled to a CPF. "Tourist" appears zero times in the sources we read, and so does "visa" — the operative term is trânsito, in transit. We searched the consolidated norm, its annex of accepted documents, the tax authority's Q&A and both gov.br service pages.
- Whether Law 14.534/2023 reaches foreigners at all. It makes the CPF the single sufficient number to identify "the citizen". We read the full text and counted: estrangeiro zero times, cidadão three. Nothing extends or restricts it to non-nationals, so we claim neither.
