What Is Santos Dumont Airport (SDU)? Rio's Capped Downtown Airport
Rio's downtown airport stands on sand poured into the sea in the 1930s, with a 1,323 m runway and Sugarloaf Mountain in line with it. Its operator rates the terminal for 15.3 million passengers a year. Since March 2026, a federal ceiling holds it to 6.5 million again.

SDU is IATA's code for Santos Dumont, Rio de Janeiro's downtown airport, 2 km from the city center on landfill by Guanabara Bay. Infraero, the federal airport company, runs it, and it handles domestic flights only.
A federal ceiling of 6.5 million passengers a year has applied again since March 5, 2026. The VLT light rail stops at the airport, R$ 5.00 a ride, and the city's prepaid taxi to Copacabana (to Rua República do Peru) costs R$ 56 or R$ 66. Checked on October 9, 2026.
Its codes follow Galeão's pattern: SDU from IATA, SBRJ in the aeronautical record, and the shared RIO for the metropolitan area, as the GIG guide and the GRU guide explain.
What SDU is, and what it stands on
Infraero's history of the airport starts at Ponta do Calabouço, where works began in 1934 by enlarging a landfill by 370,000 m²; the project required a retaining wall and more than 2.7 million m³ of sand poured into the sea. The airport opened on November 30, 1936. Its terminal building, opened in 1945, has been heritage-listed since 1998. A new boarding building, the Terminal de Embarque, opened in 2007; Infraero's directory lists three airlines, Azul, GOL and LATAM, all checking in there.
A sale has stayed on paper. A 2021 decree put Santos Dumont on the Programa Nacional de Desestatização, the federal privatization program, and in 2022 the infrastructure ministry approved its concession plan and called for studies on conceding it together with Galeão. The seventh round of airport auctions, in August 2022, went ahead without it. An August 2026 ordinance on an airport hotel still writes em caso de concessão (in case of a concession). The runways, the mountain in line and the operating limits
There are two parallel runways: the main one measures 1,323 by 42 m and the auxiliary one 1,260 by 30 m, in the register of ANAC, the federal civil aviation regulator, and in the record of DECEA, the air force department that publishes Brazil's aeronautical records. DECEA flags Sugarloaf Mountain, rising to 1,326 feet, 3,697 m beyond one end of the main runway and in line with it. Every aircraft stand is rated for code letter C at most, the plan for removing a disabled aircraft is sized for a Boeing 737-8, and training and cargo flights are banned.
The airport opens from 6 a.m. to 11 p.m., with commercial landings from 6:35 a.m. and no scheduled landing slots after 10:30 p.m.
The capacity declarations that the airport files for each airline scheduling season, published through October 2027, allow 29 runway movements an hour and count 51 check-in counters and 8 jet bridges, and the minimum connection time is 30 minutes. Infraero rates the terminal for 15.3 million passengers a year, more than twice the federal ceiling.
The 6.5 million ceiling in 2026
The GIG guide tells how the ceiling was set in 2023 and why Galeão's finances hang on it. The ports and airports ministry loosened it at the end of 2025: Despacho Decisório (ministerial decision) 6/2025 set 9 million passengers for 2026, 10 million for 2027 and no ceiling from 2028, the schedule agreed at the Federal Court of Accounts (TCU) for Galeão. On March 5, 2026, Despacho Decisório 1/2026 revoked that and kept 6.5 million a year. A TCU report records both and says the reversal came after pressure from Rio de Janeiro politicians.
Rio's then mayor, Eduardo Paes, challenged the loosening at the court, which in May 2026 noted the ministry's word that the old limit was back. His complaint now sits in case TC 033.542/2023-6, where the ministry was asked to answer for possible illegality in the March decision. That case was still open on October 9, 2026.
In the passenger statistics that airlines file with ANAC, Santos Dumont handled 4,222,187 passengers from January to August 2026, by our sum: 4% more than in the same months of 2025, and 65% of the 6.5 million with two-thirds of the year gone. The same sum for 2025 is within 0.1% of ANAC's movement data, which has no 2026 files yet.
What flies from SDU, and the air shuttle
In ANAC's flight register for August 2026, the latest month out on October 9, 2026, 2,490 scheduled flights left Santos Dumont, by our count: LATAM 873, GOL 829 and Azul 788. They served seven airports: São Paulo–Congonhas, Brasília, Viracopos, Belo Horizonte–Confins, Guarulhos, Salvador and Porto Seguro. Each airline sets its own baggage allowance.
Congonhas took 1,507 of those departures, about 49 a day: GOL 621, LATAM 564 and Azul 322. That route is the ponte aérea (air bridge), created on July 5, 1959 as a pool of airlines where any ticket was good on any of them, Infraero's history says. In our sum of ANAC's airline statistics, Santos Dumont–Congonhas is Brazil's busiest domestic airport pair: 4.02 million passengers in 2025, against 2.40 million for Brasília–Congonhas.
Getting into Rio from the airport

The VLT, the downtown light rail, calls at Cinelândia two stops after the airport; Infraero's page still gives the 6 a.m. to midnight hours the city announced in 2024. You pay with a Jaé transit card, sold at station machines, or a QR code from the Jaé app, and validate it yourself: riding without paying costs a R$ 170 fine.
MetrôRio's Cinelândia page says the turnstiles take contactless Visa, Mastercard and Elo cards or phones; whether a foreign card works is another matter. The VLT's Line 2 and Line 4 pages list a connection with the CCR Barcas ferries at Praça XV, where both lines start; from the airport you change lines, and one fare covers transfers within an hour.
The taxi prices above are from the lower column of the city's prepaid table for rides from Santos Dumont, the voucher system the GIG guide describes; the table does not explain its higher column, R$ 35 to Centro and R$ 66 to Copacabana. Infraero lists seven taxi operators and two car-rental firms in the arrivals terminal, and no ride-app pickup point. The city's open bus feed (GTFS, files dated June 3, 2026) has a stop named Aeroporto Santos Dumont where 18 municipal services call, among them 169 and 483 toward Ipanema and 492 and SV474 toward Copacabana. From Santos Dumont to Galeão, with your bags
LATAM tells passengers changing between Santos Dumont and Galeão, in either direction, to collect their bags and carry them across themselves. Landing at GIG from abroad to fly on from SDU, you also clear immigration and customs at GIG, as the connection guide explains, which means leaving the transit area where Brazil asks for no visa.
By taxi, the city's table from Santos Dumont lists Galeão twice: item 3 at R$ 91, or R$ 108 in the higher column, and item 63 at R$ 90, or R$ 106. By transit, VLT Line 1 runs to Terminal Gentileza, where Mobi-Rio's executive bus to Galeão leaves from about 6 a.m. to midnight for R$ 15, a stated 25 minutes.

What we could not verify
- Where a sale stands. The portal of the federal investment partnerships program answered with a CAPTCHA on September 29, October 7 and October 9, which we do not get around; no decree in the Official Gazette has taken the airport off the privatization list.
- The ministry's own text of the three decisions (9/2023, 6/2025 and 1/2026). None turns up in the Official Gazette's search by number, and the ministry's news pages were still restricted on October 9, so we rely on the TCU's account.
- How long SDU to GIG takes by transit. The VLT publishes no trip times, a 2024 city release gave about 30 minutes for Line 1 and Mobi-Rio gives 25 for the bus, but no one publishes the whole trip or what the VLT-to-bus integration does to the R$ 15 fare. Jaé's lookup says only that VLT Line 1 and the executive bus are integrated, within 3 hours.
- The walk to the nearest metro station. Neither Infraero's pages nor MetrôRio's Cinelândia page give a walking distance from the terminal.

No. Infraero says it operates exclusively domestic flights, and airlines reported no international passenger there from January to August 2026. International flights to Rio use Galeão (GIG).
